Message from the Country Director – Tony Skinner, Kuwait 

From classrooms to cultural institutions, our partnerships in Kuwait are driven by a shared commitment to unlock potential and create lasting impact. Since 1955, the British Council has been proud to be part of Kuwait’s development journey — and today, we continue to support its national ambitions through meaningful collaboration in Education, English and Arts & Culture. 

In Higher Education, we have expanded our engagement through an MoU with Abdullah Al Salem University, while our UK–Kuwait Special Interest Group — now 150 institutions strong — is catalysing deeper dialogue around transnational education and research partnerships. 

Our English language work is entering an exciting phase. From introducing our Future of English research to new dialogues with the Ministry of Education, we’re supporting Kuwait’s ambitions for English language reform. Our upcoming Teaching Centre opening in 2025, along with our first partnership with UNHCR to support refugee learners, reflects our joined-up approach and growing impact. 

In Arts and Culture, we’re proud to support the development of Kuwait’s first National Heritage Strategy alongside the National Council for Culture, Arts and Letters. This high-level collaboration marks a key moment in strengthening Kuwait’s cultural infrastructure and policy environment. 

Whether through qualifications, teaching, or convening expertise, we remain committed to Kuwait’s national goals, helping young people thrive, supporting institutions to grow, and reaffirming the UK’s role as a long-term partner in Kuwait’s development journey.
